Administrator X Window System32 Cmd Exercise

Fixed: Thanks Phatt1e!
Okay let's get into the details.
When I turn on my computer all that it shows is a black screen with a blinking white underscore in the upper left. For about half a second it says in the bottom left to press ESC to enter the Startup Menu. Very annoying because I only get half a second to press it.
Os is Win7,

It can't find files like explorer.exe so does that mean I deleted my OS somehow?
Either I get help from you, or I send my computer off for a month to get fixed. Im sad.

According to Microsoft, there are two methods to fix a C:/Windows/system32/cmd.exe error: boot the computer into safe mode, then troubleshoot to determine the cause of the issue, or perform a system restore. C:/Windows/system32/cmd.exe errors are frequently caused by misconfigured system files.
